Background Pakistan is one of the countries of South Asia exposed to multiple disasters generally occurring every year in country. Frequent occurrence of flood causes severe disaster in Pakistan, followed by tropical cyclone, infrequent strong earthquakes and landslide in the country. Recent occurrence of the 2005 earthquake, 2008 Balochistan earthquake, 2010 Pakistan flood and 2011 monsoon flood have broken all disaster records of Pakistan in terms of loss of lives and damage to property, mainly housing, that occurred in total so far in Pakistan.
Objectives The workshop will aim to bring together partners i.e Govt./line departments, UN, I/NGOs, Civil society directly involved in different disasters and contributed in early recovery and housing reconstruction phases. The Conference will focus on housing reconstruction since a very large number and proportion of housing was affected by previous disasters and the reconstruction of which will comprises the largest component - not just of the government and the donor and reconstruction agencies and institutions, but also of the people and communities in the affected areas. The objective of this Conference is to · Examine the experience of different partners dealing with disasters. · Assess the lessons and challenges that could be applied to the 2011 flood reconstruction as well as to the future reconstruction after disasters-and modifications that need to be made to increase their effectiveness and add value as well as being presented as international best practice · Suggest guidelines for the viable design options for the reconstruction of model houses and villages in different disaster-prone areas to bring about behavioral change and sustainability · Consider how the experience can be used to inculcate a culture of seismic/DRR compliant reconstruction, and the use of approaches such as risk transfer (insurance for housing) to assist future post-disaster reconstruction
